Any pointers for (very) cold weather housebreaking?

I just adopted an 8 week old puppy and I want to teach him to potty outside. I am in Fairbanks, AK where the temp right now is 45 below zero. Right now I am starting paper training, but really want to teach him to go outside as soon as possible(I have heard that paper training teaches them it's ok to go in the house). I have a boot tray that I can bring outside so it won't be so cold on his feet (and booties, too). But he's just so little, that I think it's unsafe to bring him outside right now. Any tips?

we just got a 8 week old teacup Chihuahua puppy and we live in Wisconsin...we just bought some "puppy go here" spray just so he didnt have to sniff around and he could go out go to the bathroom and be done and come rite back in the house.try and get some of that spray....it works great!---hope my tip was of help..good lick with your pup!
